The Indian Patent Office (IPO) released a draft amendment to the Patent Rules on March 8, 2011. The Draft amendment is directed to rules 6, 9, 14, 15(3) and the First schedule of the Patent Rules and mainly relates to e-filing of patent applications and related forms. Any interested person may send comments and suggestions regarding the draft amendment to
Secretary to the Government of India in the Ministry of Commerce and Industry (Department of industrial Policy and Promotion), Udyog Bhavan, New Delhi 110011
Comments and suggestions regarding the draft amendment may also be send to chandni.raina@nic.in.
The deadline for sending comments and suggestions is 45 days from March 8, 2011.

The draft notification was dated 15th February 2011 and it was available in the DIPP website long before it was put on Patent Office website on 8th March. Therefore it will be considered 45 days from 15th Feb, and not 45 days from 8th March. Therefore the due date is 30th April.
Please let me know if my understanding is right.
